No there are no starter items except the grab-pet, potions and scrolls which you have in your inventory.
For a good start you sould join a academy which plvls to lv. 40. Some people even offers free plvl to 60 or higher.

Safe all elixirs until you beat lv 76+ to upgrade dg9 items.
Dont waste any on lower equipment.
You sould also decide early if you do the Togiu-Quest (Collection Book) or not.
This quests gives you 500k SP but its hard and expensive to finish it.
Otherwise you are doing well with SP if you lvl with gap of 3 (depends on race and build)
Chinese characters are very expenisve in SP.
European can easily get 80ff with a constand gap 2 or 3.
