Where do some players get their dresses from? Can't find them in NPC or Mall

So I've seen multiple players with dresses that can't be found in the Avatar Dress NPC seller and Item mall, is there any other way to get them?

1- Item Mall (F10)
2- Lost City Avatar NPCs.
3- Event Exclusives. Can only be obtained during certain events.
