Quest problem with " Wangwon's Request "

Hey dear gigs, any one have the same issue as mine with quest named " Wangwon's Request "
Mission: Talk to lottery seller Wangwon. ( City Jangan )
but when I coming to NPC Wangwon there is no quest..
