Drop rate of rare cards at FGW 61-70 = 0%?

I and my friends farm FGW 61-70 3 times/day, 2 weeks passed and we don't get any spell paper/ elder staff cards. What is wrong?
At Jangan, no one also sells them. Sometimes they are sold at ~400mil god. It is very unfair and much hard for new beginners.
Please fix drop rate.

They are hard to get. And the drops are random. Everyone goes trough the same process if you want to do these quests. The rates are not changing.
