3x EXP from Quest

I noticed there are times when I turn in a quest, it gives me 3x the reward. Also, a message appears that 3x event is active.

I tried looking for details regarding this event but found none. Can someone help me on its details.

1. When does this event occur? For how long?
2. How does it work?
