Possible BUG: Level 17 Elite Black Tiger in Level 7 Weasels Area

Hello Simplicity,

I found a level 17 Elite Black Tiger wandering the North West corner of Jangan. It killed my level 12 friend and I died once to it as well. I don't know how to explain it so I posted it here in case it was a bug.

It's part of the Tiger Girl unique. It has been lured there a few times lately.
