Thiefs lvl up his job with ally traders!

GM,

Is it allowed to go up to job thief, when an ally trader intentionally drops the goods? Why some players are dropping goods in the temple for their union thiefs to take, as there is no summoning NPC hunters, and can come thief town safe.

This is realy not fair!
