Chinese vital buff delay compared to EU

Would it be possible to reduce the cast delay for vital buffs on chinese side?
Most eu skills are instant cast with short delays and str/int and phy/mag def buffs are instant with no delay, I don't see any reason why chinese can't have the same fast buffs?

Simply they are not the same races, they both have their advantages and disadvantages. The casting time/animation cannot be reduced.
