What exactly is that?

For thiefs, It's when you try to use a Bandit Den Return Scroll or normal/special return scroll inside a city (Safe zone).
For traders, it's when you try to use return scroll inside a city (Safe zone).

Then explain why I get that using special return scrolls and not inside a city? Like near bandit stronghold...

That just confirmed that it is buggy. There are tons of places where you are not allowed to use return scrolls as a trader outside of any safe zone. Its pretty random when you can use one and when not.

oh lol, i had that problem too, but i just walk a little bit until i can tp back xD

So, the scrolls can't be used while running/walking, you have to stop running/walking then use the the return/bandit scrolls. We tested and it worked 100% of the time like this.

Bandit scrolls still work while moving if you are riding a transport pet.
