Where is General Sonhyeon???

After the update yesterday, I created my first ever character and I was having fun doing quests, but then there was a quest that needed to be taken from General Sonhyeon. I searched all over Jangan for an hour and did not find him. Someone please help!!

I think this quest npc also starts the berzerk quest for cap 100. Is that the reason why it is gone ?
